Virginia Again Ranks No. 2 in Forbes' "Best States for Business" List

Utah topped the list for the third straight year, with North Dakota, North Carolina and Colorado rounding out the top five. Maryland came in at No. 16, up three sports from a year ago. Virginia, which had its four-year run atop the list end in 2010, got high marks in categories such as Regulatory Environment (No. 1), Labor Supply (No. 2), and Quality of Life (No. 4), but was hurt in areas such as Business Costs (No. 22) and Growth Prospects (No. 18).
